AccessGov FAQs
AccessGov is an online, cloud-based form builder. Eighteen Wisconsin state agencies currently use it.
AccessGov meets Americans with Disabilities Act (ADA) guidance set to take effect in 2027. The new ADA requirements ensure web content and mobile applications are accessible to people with disabilities so they can access DSPS services.
DSPS encourages you to create an account, however no account is required to use the system. Having an account allows you to track progress on forms routed to multiple people for signature. Also, if you create an account and log in to the AccessGov system, you will be able to download copies of your submitted forms to keep for your records.

AccessGov uses MyWisconsin ID, a free account you can use to securely access various online state services and systems with a single user ID and password.
DSPS began switching to AccessGov forms in May of 2025. Most applicable forms linked on the department’s public website and LicensE (our online licensing platform) began re-directing to AccessGov forms earlier this summer.
Yes. If you have the URL for a specific form bookmarked and saved among your “favorites” on your computer, it will direct you to the new version of that form on the AccessGov platform after the switchover. We recommend updating your bookmark to the new URL for the AccessGov form.
For many forms, the only difference you will notice is appearance. Others may have more noticeable differences.
One example: For forms that require multiple signatures, instead of the applicant/user printing a pdf and getting the required signatures of others, AccessGov will electronically route the form to other individuals whose signature is required.
Some AccessGov forms require the user to download a pdf of the completed form and then upload it to LicensE or eSLA (the DSPS online application portals). Others may be emailed directly to an inbox. Please read and follow the directions on each form.
If you create an account (AccessGov Account Instructions), you will be able to log in and check the status. When forms are routed for multiple signatures, the process is linear. The first person assigned must complete and sign their section of the form before it routes to the next step.
You may also be notified once all signatures have been submitted. Review each form’s instructions for additional information regarding specific routing and notification for that form.

If you’re applying for a professional credential, submit a support ticket by clicking the “request support” tab at the top of the home page of LicensE. Please be sure to include the term “AcessGov” in any support ticket you fill out about an AccessGov form.

Yes, form links expire after seven days.
For 3rd parties: If applicants send you forms well ahead of time (for example, prospective graduates sending their college a verification form ahead of a graduation date), you should consider altering any instructions to include a notice about not sending forms too far in advance. Forms can still be accessed after seven days, but the signer/3rd party will need to click on the expired link to receive a new link, which may lead to unwanted, extra work
At present, some AccessGov forms require the user to download a pdf of the completed form and upload it to LicensE or eSLA (the DSPS online application portals). This is similar to the current process with pdf forms. The AccessGov forms requiring this action have specific instructions at the start and end of the form to guide the user. DSPS hopes to remove this step through a future integration that will allow the online AccessGov forms to be submitted directly to LicensE or eSLA when completed.
Colleges/programs using LEAP (LicensE Educator Access Portal) will be able to continue verifying graduation status via batches.
Others will receive the AccessGov verification form from each graduating student (the form will be routed based on the email address the applicant provides for the school) It will come via email from AccessGov. The college will then verify graduation in the AccessGov form.
