Felony Bar:
Have you been convicted of a felony? Pursuant to Wisconsin Statute 440.26(2)(c)2 and 440.26(5m)(a)2, and Wisconsin Administrative Code SPS 31.02(3)(b), the Department is prohibited from issuing a license to any person who has been convicted of a felony and who has not been pardoned for that felony. Therefore, if you have EVER been convicted of a felony in Wisconsin or any other state and have not been pardoned for that felony conviction, your application will be denied. There are no exceptions.
When a Firearms Permit Is Not Required
The following instances do not require an individual, when acting as a Private Detective or Private Security Person, to first obtain a firearms permit granted by the department:
A person who is employed in this state by a public agency as a law enforcement officer to carry a concealed firearm and if statute 941.23 (1) (g) 2. to 5. and (2) (b) 1. to 3., Statutes, applies, may carry on, about, or near his or her person a firearm, concealed or otherwise
A person who is a qualified out-of-state law enforcement officer, as defined in statute 941.23 (1) (g), Statutes, to carry a concealed firearm and if statute 941.23 (2) (b) 1. to 3., Statutues, applies, may carry on, about, or near his or her person a firearm, concealed or otherwise
A person who is a former officer, as defined in statute 941.23 (1) (c), Statutes, to carry a concealed firearm and if statute 941.23 (2) (c), Statutes, applies, may carry on, about, or near his or her person a firearm, concealed or otherwise, when acting as a private detective or private security person, without first obtaining a firearms permit granted by the department
A person who is a licensee, as defined in statute 175.60 (1) (d), Statutes, or an out-of-state licensee, as defined in s. 175.60 (1) (g), Statutes, to carry a concealed weapon as permitted under s. 175.60, Statutes, may carry on, about or near his or her person a firearm, concealed or otherwise, when acting as a private detective or private security person, without first obtaining a firearms permit granted by the department.
Application Methods
New Licensure
Applicant has never held a Wisconsin Firearms Permit.

Renewal After 5 Years
Applicant reapplies after any licensure lapse due to a license revocation, voluntary license surrender, board order specifically requiring reapplication, or five years have passed since previously-held license expired.

Renewal Information
There is not a renewal application in LicensE. To renew your firearms permit, you must submit a new licensure or renewal after 5 years application.
The required items are listed in the accordions below.
Firearms permits are valid for one year
An applicant must complete all of the following items to renew:
Complete a 6 hour refresher course
Must be completed by a Wisconsin licensed Firearms Certifier

Complete Form 4679 - Firearms Training Program Verification
Form is started by applicant and then sent to the Firearms Certifier(s), and employer, to complete their. If you have more than two Firearms Certifiers, you will need multiple forms.
Once all required people have completed the form a copy will be automatically emailed to the applicant
Please ensure emails are typed correctly or form logic will not work
Upload completed form to your application
Other requirements for renewal
Agency insurance of record must be current and include coverage for Firearms and the applicable profession (security person or detectives)
If agency insurance on record is expired, please upload the following:
Form 1482
This form is to be completed by an authorized insurance representative
Once completed, a copy will be sent to employer
Certificate of Liability Insurance
Please note, the supporting documents may list form 2687, however, that document is not required.
Form 225X, Convictions and Pending Charges
Only required if applicable since your last renewal, or initial licensure if your first renewal
Form 1482 Liability Insurance for Private Detective/Security Agencies
Only required if agency insurance on record is expired
Payment Information
You can pay all fees associated with your credential by going to LicensE.
You will be asked to pay automatically at the end of your application.
You can pay with a credit or debit card, or via an automated clearing house or (ACH) payment.
Please note, using an ACH payment can increase credential processing times by 3-5 business days.

Predetermination & Legal Information
The term credential is used universally to mean license, certification, permit, registration, enrollment and authorization.
Applicants with convictions, who do not already have a credential, may apply for a predetermination. Predetermination is an optional, first step that happens before you would submit an initial credential application while meeting all credentialing requirements (e.g., education, training, examination, etc.)
To apply for a predetermination, log into LicensE.
If you have not created an account, you will first need to register.
After creating your account, log in, and select “Apply for a Pre-Determination.”
Select the type of credential you would like to apply for.
Follow all application instructions and upload all required documents.
If the Department decides your record would not disqualify you, you can then apply for the actual credential and meet all the typical requirements like education, training, and exams.
You may skip the predetermination process and submit your initial application for your credential. You must complete all steps to meet the credentialing requirements such as education, training, exams, and disclose your conviction record on your application. Convictions and pending charges will be reviewed as part of the application process.
Some applications require review by Department Legal staff.
This can be for a number of reasons, including but not limited to disclosure of convictions or pending charges, professional discipline, malpractice, termination, medical condition, supervised experience and application via reciprocity/endorsement.
Applications that require legal review will require additional processing time.
An application in the status “Legal File Preparation” is with DSPS and under review.

You will still need to review the requirements for the credential you are applying to. These can be found on the A-Z profession page.
With LicensE you can:
Apply for a credential for the first time, with steps guiding you to upload your application documents, and pay all required fees.
Renew an existing credential when it is time, to keep your credential active.
View or download your credential for your records or verification.

To create an account, visit LicensE. You will then select “register for an individual” if you are applying for a license held by an individual, or “register for an organization” if you are applying for a license held by an organization.
